1985 – Bylaws : Article IV Section 2 : All Trustees elected to office will serve for a term of two (2) years.
Annual elections to alternately install four (4) Trustees one year and three (3) Trustees the next year, etc.

Article VIII Section 2: The election of officers by the Board of Trustees shall take place at the first meeting [first Thursday of November] of the Board following each annual meeting [held second Monday of October] and each shall hold office for two (2) years unless he or she shall sooner resign, or shall be removed, or are otherwise disqualified to serve.

FLETCHER COURT is the one street in Silver Springs that has a historic name. Jim Murnin lived off Old Ranch Road and Highway 224 just southeast of the Wilford Snyder home (and across the street from David and Maud Lincoln Snyder when Old Ranch Road divided their properties). This area was once known by neighbors as the “Upper” Fletcher Ranch.The R.H. Fletchers had been one of the original settlers in Snyderville, and built the stone home and barns where County Commissioner Bill W. Wallin and his wife Diane Wallin lived at Highway 224 Box 500, and is now part of the Swaner Nature Preserve.Later Fletcher’s bought extensive acreage from the Gilmore’s and Cannons, which was the heart of the Snyder family holdings years past, and meant that they owned property on both sides of Highway 224.(See “The Californian” for more on Lieut. R.H. Fletcher.)

When Lou Felton, who had been in the area working, married Ellen Fletcher, this couple lived in the old rock house on the upper Fletcher Ranch.This couple are the parents of Beverly Felton Pace. She married Standley Pace of the Pace family in Silver Creek or the Pace-Atkinson Junction mentioned in the other earlier history.

Vern and Virginia Hardman, early developers of Silver Springs named Fletcher Court in honor of R.H. Fletcher and his family. Some descendants include Axel Roy and Blanche W. Fletcher and their five sons). A local ski run is named Blanche’s Run at PCMR for Blanche Weist Fletcher.  Fletcher’s paternal granddad,”Henry Wiest, was a local barber living in Swede Alley and fought Park City’s Great Fire in 1898.
(On January 29, 2010  Jillbette Fletcher Kelly, Mel Fletcher’s daughter sent a email stating that her Fletcher family were not related to our early Fletchers.  Jillbette informed us that her Roy Fletcher came directly from Michigan.  Mel Fletcher is such an integral part of local history that we want to mention him here anyway.  Mel was an early skier at Creole Hill on Rasmussen Ranch and an early Ecker Hill Ski Jumper.  Mel and friends used to tour on skis from Park City to Brighton. In 1946-1968 when friends Otto Carpenter and Bob Burns started Snow Park in 1975, now named Deer Valley.  Mel founded and served as president of the Snow Park Ski Club. He became a certified instructor in the early 50s, founded and served as the director of the Snow Park Ski School from 1952 – 1964. Mel conducted group lessons for Park City’s children as part of a city recreation program and served as director of the Park City Ski Patrol from 1965 -1972.  Mel has competed in ski races well into his senior years and has made significant contributions to the preservation of Utah ski history.  In 1986, Mel successfully worked to secure a spot on the Utah Historical Register for Ecker Hill, the site of world-record ski jumps.  Park City Mountain Resort has named one ski run Mel’s Alley for Mel Fletcher.)

This map is merely a guesstamation of where Bill Noland thinks there are underdrain lines in SSSF.  The underdrains were started in 1978, the system was never completed.  In 1984 the SFHOA Membership voted to abandon the defunct system that was never completed by Ray Fry.  The underdrains were replaced by drainage channels, retention ponds, storm drains,  sewers, curbs and gutters, etc.  Undedicated Easements for the various drainage channels are along back and sides of lots.  Noland’s map shows the underdrains are along the front of our lots.  The underdrains were never dedicated to the County or the HOA; they were never recorded and do not appear on our subdivision plat maps.
Lot owners were given a letter in June 2013 showing them where plotting had been proposed but not necessarily completed and giving them guide lines as to what they can do around this “system” within their own private property. Attorneys and the County have cautioned the SSSF trustees against placing the underdrains under the auspices of the HOA as doing so may lead to property owner lawsuits against the HOA.  Throwing caution to the wind, a new  “Architectural Rule” passed by three trustees [Hibdon, Milkis, Fassett], under pressure from Bill Noland, c. November 2013, is a huge infringement on private property rights in Silver Springs SF and tramples the voting rights of the HOA Membership for the 2008 Articles of Incorporation and the 2014 Annual Meeting majority vote to “Ignore the Underdrains”.  Any changes made to the CCRs need to be voted on and passed by a majority of HOA property owners.  This is not the first time Noland has circumvented proper authorization, remember the March 2010 assessment from the MA for repairing the private small lake; or the Affidavit purporting the Master Association twelve presidents agreed and signed the lake transfer agreement.

Noland and supporters vetoed a vote to make this work and cost transparent by making underdrain documents available to the homeowners and the BOT.
