NOTE: The list below of legal documents recorded with the State of Utah or Summit County, Utah for Silver Springs East by landowners and developers began around 1973 through 1985. This 857.5 acre tract of land is located one mile south of Kimball Junction, on the east side of Utah Highway 224. The early developers, Vern C. Hardman, Paul Anderson, Robert L. Ford, and others, used the name Silver Springs Homeowners’ Association to encompass all the condominiums, town-homes, single family subdivision developments, and the common areas shared by the new, future and varied individual property owners. This tract of land was marketed and sold by the first developers as the Silver Springs East community (see brochures and sales papers).
Originally the developers intended to employ the same 1979 Articles, Bylaws, CC&Rs for all the 857.5 acres of Silver Springs East aka The Silver Springs [Developers] Homeowners’ Association and the Silver Springs Master Association. Example: the Silver Springs Water Company serviced the entire Silver Springs East Community. However, circa 1985 the 6 original Silver Springs developments and the Silver Springs DHOA found themselves in serious financial trouble that led its developers’ into bankruptcy and dissolution of their interests in this community and its HOA. A large number of recorded and undeveloped lots and other large parcels of vacant land were sold off by American Savings Bank, the underlying lender who also ended in bankruptcy.
During this period of default and turmoil deals were generated in an effort to better organize the Silver Springs East tract. The developers’ interests and HOA defaulted and abandoned their ownership. Each housing development created its own HOA. A master community HOA, at the behest of the County Commission was drafted by Mike Barnes. Rick Widdows, and Warren Speiker, to maintain the common areas on behalf of each separate development HOA and the 512 present and future property owners. In the mid-1980’s there existed in Silver Springs East, 6 developments (Silver Meadows Condos, Meadow Springs, Quail Meadows Condos, Willow Bend East, Silver Springs SF, Willow Bend West). By 1990 there were 11 developments in Silver Springs East (adding Meadow Wild, Northshore, Park Place, Southshore). Today there are 3 other disputed developments (Ptarmigan, The Springs, Quail Meadows Townhomes), and four houses at the SW portion of Quail Meadows Road, producing a total of 14 subdivision developments in Silver Springs East.
( In the early days around 1979 there also existed Silver Springs West now known as Sun Peak, Cedar Draw, Willow Draw, The Cove, Mahogany Hills, Bear Hollow).
The 1979 Silver Springs Developers’ Association, became known in 1989 as the Silver Springs Master Association as it assumed responsibility for all the Silver Springs East Community Common Areas and absorbed the early Silver Springs East tract documents.
Recordings for Silver Springs East Developers’ Subdivisions use a variety of names interchangeably making it confusing to correctly identify the entity to which the recordings apply. Interchanged names include: Silver Springs East, Silver Springs Developments Subdivision, Silver Springs Development Subdivisions, Silver Springs Subdivisions, Silver Springs Developer Subdivision(s), Silver Springs Homeowners Association, Silver Springs Development plat.
Documents dated from 1985, the date of the SSSFHOA organization, forward, intended for the Silver Springs Single Family Homeowners Association, up to 1994 incorrectly recorded Amendments for SSSF as “Silver Springs Development Subdivision”, that being the Developers name for Silver Springs East. The 1997 Annexation of Little Lake is the first time the correct name is on record as the Silver Springs Single Family HOA.
The duty of the SSSF-BOT and the attorneys they hired is to separate fully the developers’ recordings for Silver Springs East from the responsible recordings of the 188 development lots known as the Silver Springs Single Family HOA, for the protection and benefit of these individual and collective property owners in this subdivision development.

This Notice to builders regarding subsurface water instructs the use of wider footings or extending the foundation down to the gravel base. Basements built are at owners risk.
It has been reported that subsurface water appeasement was recommended for areas of Southshore, Northshore, Willow Creek, possibly Meadow Spring, and Ranch Place. |
